Founder and Principal Timm Judson formed High Rock in 2015 to develop, invest in, and advise on commercial real estate, predominantly in the historic preservation space. High Rock’s activities draw upon Timm’s combined eighteen years at global X (n.k.a. GBX Group) and The Ferchill Group, both Cleveland-based firms. He maintains relationships with national investors and key participants in the institutional real estate industry, as well as numerous regional financial institutions, law firms, accounting firms, and architectural firms.
While at global X as Chief Investment Officer, member of the Executive Committee, and chairman of the Investment Committee, Timm co-led the creation of the firm’s preservation easement program and crafted the firm’s first offering materials and investment models to launch that program. He also established the firm’s mid-cap historic tax credit funds for a captive investor and, later, oversaw the firm’s syndication of renewable energy credits through several pooled fund vehicles.
Prior to joining global X, Timm spent thirteen years at The Ferchill Group, creating the financial structures and sourcing both debt and equity for the firm’s development projects. Sources included equity generated by federal and state historic credits, state brownfield credits, federal low income housing credits, preservation easements, New Markets Tax Credit financing, and other development incentives. Project lenders included REITs, national and regional financial institutions, quasi-public entities, and governmental entities. During his tenure as Chief Investment Officer, the firm placed in service more than $500.0 million of real estate development, including the Westin Book Cadillac Hotel & Residences, Detroit, the Omni Bedford Springs Resort & Spa, Bedford, PA, and the Heinz Lofts, Pittsburgh.
Timm’s earlier experience included six years in the commercial law group at Vorys Sater Seymour and Pease, Columbus, OH, and five years in the pension real estate investment industry, first as a senior consultant at The Townsend Group, then as a founding member of Courtland Partners, both based in Cleveland.

Scott Monaco joined High Rock in 2018 as a principal. A Cleveland native, his career has been focused on alternative asset investment and deal structuring. Scott’s extensive experience with complex investment structures features the syndication of tax assets as well as private equity investments as a general partner, limited partner, and direct investor. He has been integrally involved in each stage of the investment process having focused on closing agreements, developing investment strategies and allocations, and executing key initiatives.
Scott served at global X as Director and chaired the firm’s Tax Credit Committee, eventually being appointed to the Executive Committee. Scott assisted the Investment Committee in the analysis and execution of the firm’s historic rehabilitation initiatives. Further, as head of all tax credit investments and strategies, which included federal and state historic tax credits as well as investment tax credits related to solar PV investments, he was accountable for all business and investment-related decisions for the portfolios.
In addition to his experience in tax asset syndication Scott is also an accomplished private equity investor. He served as Vice President of a prominent Cleveland-based family office and managed their expansive, complex alternative asset platform for nearly 15 years. This portfolio was comprised of LP interests in a myriad of private equity and venture capital funds as well as significant direct investments in start-up and growth companies across all sectors. Scott was most recently the Chief Operating Officer of Evolution Capital Partners, a private equity investment group making control investments in growth-oriented service companies.
Scott’s many other experiences include retail management and operations with the Walt Disney Company, president of the Baldwin Wallace alumni association, and regional finance chair of the YMCA’s Cleveland Chapter.
